Can federal/student aid grants COMPLETELY pay for graduate school? I recieved student aid for all 4 of my undergraduate years. I did not have to take out any loans. I am very interested in going to graduate school to further my education. However, money is very,very tight for me. Can I recieve free grants (student aid) to *entirely* pay for my master's degree program without having to take out any loans? any websites with information will also be appreciated! and/or your personal experience paying for graduate school.
Is it better to be an independent college student for the purpose of getting state or federal grants? My mother makes too much (70K+/yr gross income) for me to be able to get state grants (Washington State), and I am curious if I were to break free of being a dependent student that it would help me out by decreasing my "household" income. I figure that I could get married to a girl in the same situation and perhaps make things easier on myself. I have been living in my own apartment for two and a half years, so I would say that I have my own established residency, but I am truly clueless. Having good grades and being self-sustaining through work and loans make it feel like I should be receiving some kind of assistance. I work way to hard I believe to not be getting some support. Alternatively, if there is advice for people trying to make their way through school, while making excellent grades at a private college that doesn’t offer scholarships, then that would be appreciated too! Is there any free federal student aid money for dependent students? I'm 22 still living with my parents going to school. I can't afford to move out yet. I've tried FAFSA but I don't qualify because my Dad makes too much money. But actually he doesn't make enough to put me through major college. It's kind of like I'm stuck in the middle? I've googled and can't seem to find any "free" money for dependent students like me. Should the government give grants to pay for college? This is taxpayer money used for grants and isn't that unfair to all those that didn't decide to go to college? Wouldn't it be better to just have the gov't back student loans? Right now stafford loans do not cover much, unless you go to a state school. Wouldn't it be cheaper for taxpayers and better for the students if the gov't stopped giving out free money to students and just backed a larger amount of federal grants, maybe up to $15k per year. Of course it isn't a perfect plan because it would cost the gov't more to pay back loans that students default on, but i'm sure something could be worked out. What is wrong with making students, like myself, pay in cash or take out loans to pay for school? College is a privilege, not a right.

Can I use my free financial aid (NOT student loans) to pay bills? I'm in community college. I am currently living with a relative expense free, due to the fact that I'm a minor. I plan on compensating them when I turn 18, but I still won't have a lot of cash to work with. I have an expected family contribution of 0. I know I am going to receive quite a bit of financial aid for fall 2010 and spring 2011. My question is, can I use that financial aid to pay the rent and utilities. Or even car payments if needed? How do I change to federal free edition on H&R Blocks website? I started filing my taxes and apparently I clicked on the deluxe federal edition without realizing. I came to the end of my taxes and it was going to charge me for doing the federals after I entered my information. How do I get my federals back to federal free? And can I do it without having to re-enter all of my information and start from scratch? I'm a student and I work 1 job on campus. Also--I have to pay state taxes on my scholarships and grants? Is this normal? I have never had to pay before this year and now they are charges me taxes. I tried 3 tax programs and they all told me the same thing. Can I get student loans if my co-signer had declared bankruptcy? I need student loans, the federal ones are not enough and the "free" money is not enough (grants) so I need a loan to cover college. If my co-signer has declared bankruptcy will it matter? My parent already got denied a student loan for 4k so I know I can't go there. Help! That person is my last hope. I am a straight A student with a good deal of self discipline and self-determination. I want to earn an BA in psychology from USF and then a Masters in counseling at a California university to become either a Mental health counselor or a Marriage and Family counselor. I am a first generation student so the deadlines and processes can be daunting at times. I filled out a FAFSA (Free Application for Federal Student Aid) and have received a full Pell Grant ($5,300) plus a Florida Medallion scholarship for my progress in high school (100% tuition at community college, 75% state university until I earn a BA). So, I am pretty sure that I will be able to afford a BA, but I am not so sure about being able to afford a MA. Just the cost of attendance for graduate school is much more than I could make in a year even if I could find a job. Is it possible to get enough scholarships to fund an MA without any student loans? I hear of a lot of people who have earned masters who cannot pay off their student loans because they can not get the job they trained for. All of their hard work in college has lead to low paying jobs and a huge debt. I am afraid of being one of them. I really want to pursue this field. Psychology is basically "my thing". I'm not pursuing this degree for money, but I do want to have a family and be comfortable and be able to support my future childrens' college education. Pursing this field will make me happy but not if I can't support myself let alone a family. I wonder if I should just earn a bachelors in a field with better job security and a better salary. I also wonder if this uncertainty is temporary - if the economy will get better and allow for me to get a job in the field of psychology. I have seen my parents struggle with debt and I know that doing something that interests me isin't worth debt that I won't be able to pay off. So do I sacrifice years of studying and financial stability to become a counselor so I can be satisfied with my work life? or do I sacrifice my interest in psychology for financial stability so that I may be satisfied with my love/family life? Thank you for reading my long, anxiety-attack of a question. I would really appreciate an answer from someone who has been through something similar recently. Because I am a first-gen student I don't know anyone who can help me with this question. Is there any free money I can get to help me get out of debt? I am a single parent.? I work from 8am to 6pm with a 2hr. lunch break. I have daughters too old to be at the daycare I work at, but the daycare picks them up and brings them there. One of my co-workers take them home an hour later when she gets off. Then I get off an hour later, so they are not home alone long. I live about 8 mins. away and their school is 5 mins. away from the daycare. I have no relatives or friends to roommate with or depend on to keep my kids so I can work a second job. I owe my university for one semester because my gpa was too low to get pell grants and federal student loans. I haven't gotten court ordered child support in years. I am certified in cpr and health and I am taking classes paid by my daycare at the university. In order for me to get a true degree, the semester must be paid off first as I am told. Is there money out there to help me pay this? I need a work at home job in addition to my current job so I can be home with my girls. I need extreme help because I am behind on bills. Would you put your 17 year old in foster care so they can get free college later? Kids who age out of foster care at 18 get federal college funding as an independent student, which basically means they get a ton of grants so they can go to college free or nearly free. If you didn't think you could afford your kids college but you knew your income kept you from qualifying for financial aid, would you do something that drastic? Skygazer did you file a FAFSA? Republicans like to use this phrase when talking about cutting government programs to help the poor, but that only addresses the "give a man a fish and you feed him for a day" part of the quote. What do Republicans suggest we do about the "teach a man to fish" part? Does this mean they support free college education and other job training programs to teach people to earn a better living? Then why are they always against Federal student grants, and affordable government loans for tuition? So are any Republicans going to explain what they mean by the "teach a man to fish" part of the quote? When I hear "teach a man to fish and you feed him for a liftime," I think it means teaching people the skills needed to survive on their own. Simply cutting off all aid and letting the person suffer on their own is not teaching skills to survive. Helping people go to college or a job training program sounds like "teaching a man to fish." Federal Direct Parent Loan Approval? Background: I plan to be a freshman at the University of Washington. I'm an out-of-state student from Illinois. I received the following financial aid: Federal Pell Grant $4731 Federal Supplemental Grant $4000 Federal Perkins Student Loan $3000 Federal Work Study Program $3300 Federal Direct Sub Stafford Loan $3500 Federal Direct Parent Loan $17,265 My father and I are very concerned about the Federal Direct Parent Loan. When I graduate from the university, my father will be in his 60s, retiring. His credit score is not very good as a result of various financial issues relating to illnesses, divorce and family issues. Will the Federal Direct Parent Loan be denied? It seems very unfair to me, seeing that the University of Washington offered it to me. My FAFSA stated that i got a EFC of 0. Is it good or bad? I applied to the Free Application for Federal Student Aid (FAFSA) and i got my Student Aid Report (SAR). It said that my EFC is 0 and it also stated that I may be eligible to receive a Federal Pell Grant and other federal student aid. I have applyed to Modesto Junior College (MJC). So is having a EFC of 0 good or bad? If its bad how can i make it higher? Do i have to contact the college or will they contact me? How much money will i get? (A rough estimate, please.) Who asked this question (hands down, one of the worlds longest questions)? Let me, if I could, go to the Civil Rights Restoration Act. In 1981, you support an effort by the Department of Education to reverse 17 years of civil right protections at colleges and universities that receive federal funds. Under the new regulations, the definition of federal assistance to colleges and universities would be narrow to exclude certain types of student loans and grants so that fewer institutions would be covered by the civil rights laws. As a result, more colleges and universities would legally be able to discriminate against people of color, women and the disabled. Your efforts to narrow the protection of the civil rights laws did not stop there, however. In 1984, in Grove City v. Bell, the Supreme Court decided, contrary to the Department of Education regulation that you supported, that student loans and grants did indeed constitute federal assistance to colleges for purposes of triggering civil rights protections. But, in a surprising twist, the court concluded that the nondiscrimination laws were intended to apply only to the specific program receiving the funds and not to the institution as a whole. Under that reasoning, a university that received federal aid in the form of tuition could not discriminate in admissions but was free to discriminate in athletics, housing, faculty hiring and any other programs that did not receive the direct funds. If the admissions office didn't discriminate, they got the funds through the admission office, they could discriminate in any other place of the university. A strong bipartisan majority in both the House and the Senate decided to pass another law, the Civil Rights Restoration Act, to make it clear that they intended to prohibit discrimination in all programs and activities of a university that received federal assistance. You vehemently opposed the Civil Rights Restoration Act. Even after the Grove City court found otherwise, you still believed that there was, quote -- and this is your quote -- a good deal of intuitive appeal to the argument that federal loans and grants to students should not be viewed as federal financial assistance to the university. Do you know that we have adult students at the school where I teach who are not US citizens and who get the PELL grant, which is a federal grant (no pay back required) plus other federal grants to go to school? One student from the Dominican Republic told me that she didn't want me to find a job for her after she finished my program, because she was getting housing from our housing department and she was getting a PELL grant which paid for her total tuition and books, plus money left over. She was looking into WAIT which gives students a CREDIT CARD for gas to come to school, and into CARIBE which is a special program (check it out - I did) for immigrants and it pays for child care and all sorts of needs while they go to school or training. The one student I just mentioned told me she was not going to be a US Citizen because she plans to return to the Dominican Republic someday and that she 'loves HER country.' I asked her if she felt guilty taking what the US is giving her and then not even bothering to become a citizen and she told me that it doesn't bother her, because that is what the money is there for! I asked the CARIBE administration about their program and if you ARE a US Citizen, you don't qualify for their program. And all the while, I am working a full day, my son-in-law works more than 60 hours a week, and everyone in my family works and pays for our education. Something is wrong here. I am sorry but after hearing they want to sing the National Anthem in Spanish - enough is enough. The problem: Many students graduate from college and high school each year, and face a roadblock to their dreams: they can't drive, can't work legally, can't further their education, and can't pay taxes to contribute to the economy just because they were brought to this country illegally by their parents or lost legal status along the way. It is a classic case of lost potential and broken dreams, and the permanent underclass of youth it creates is detrimental to our economy. Former Republican Sen. The Social Security Administration has recently stated that we need a net increase of 100,000 immigrants each year to ensure Social Security solvency. Passing the DREAM Act would actually help solve the Social Security crisis by creating a larger taxable base of educated Americans that are already in the United States. It would also free some of the backlog that currently plagues the legal immigration system. Also, the DREAM Act in its latest form, does not grant in-state tuition to any student. I was told that as long as the EFC was below 4000, I would at least be eligible for partial pell grants or something along those lines. Is it true the Government wants to keep people stupid so they can make free tax money? Look at the modern standard family portrayed on TV. Then look at the standard family portrayed in the 50s and 60s. The difference now is each family has to have both mother and father working in order to afford the bills of the family. Such as house payments, car payments, power, camping, and other family generated costs. Sometimes the costs are so much even the kids have to work by the time they turn 15. Our schools teach the nations students basic information and enough to let them become industrial workers. In other words start off at McDonalds and work up to higher pay warehouse jobs and so on. Even a person who goes to college will not have enough to support a family until they live together and put together their monies to afford a house and other. Those who live in apartments will never prosper as that high pay rent money does not focus on payment towards ownership. Our educational system is just one big prison. Cops in the hallways, having electronic searching devices at doors and, doctors and nurses who are reporters .....just like cops, teachers are reporters too....just like cops, not to mention your educational information is directly linked to the feds and military (which is both), you are not taught much about how to defend yourself from the legal system and more. The schools are directed by the federal and state government agencies to keep you stupid. That is defined in a short way. Schools make big money off of sports games, Federal grants as well as State grants. 75% of all home and property taxes goes to an education slush fund and schools are continuing to be built as well as the laws that are made to keep you in school so you as a person can be monitored by the government. Look back at the TV shows that portray a family of the 50s and 60s where the mother is at home doing her motherly deeds. The government saw this and intentionally made it so both mother and father had to work in order to afford these modern bills. How to get out of this rut? Some can catch on right away and make it big quickly after high school or 6 years of college to study to become an attorney, a doctor or other high profile jobs. There is no exception of those high profile jobs in order to make big money. Remember, your school makes money off of sports and other. YOU have the chance and choice to tell your principal what classes you want, what time you want them and what you want to learn. You are your teachers boss, as well as the principals. You have Constitutional Rights to stand up for and make your teachers and principals and hall monitors abide by them. No one can search you for any reason with out a court order. No school policy supersedes your rights nor does law. No matter what age you are.....you are protected by those first ten Constitutional Amendments. If you like someone and you want to kiss them in front of who ever or hug them.....that is your individual choices. Unless you break a law or a policy that is supported by a law and that law is supported by the Constutional Amendments.....you are free to do, to wear, to kiss who and what ever you want. Each of you need show your teachers where they went wrong and support that with a good explanation. You need to tell the principal if you want me to play football or a sport that can harm me...then you pay me 1000 a week and full coverage medical insurance or you get nothing. You need to stand up and say what you want.....its your school and you out number the entire staff. Think about it, students on strike. YOU should and must be paid for any time you spend at school after that standard day of school. All your cheer leading, football gear, basket ball gear, gymnastics gear and other must be paid for by the school. Or, you dont participate. fafsa question for college? i recently decided to apply to tx state and have already sent everything there, including reprocessing my fafsa so the info is sent to the university. I did my fafsa and completed it in march. however this was on the tx state website. April 1 is the priority deadline to submit your Free Application for Federal Student Aid (FAFSA) for the upcoming academic year. * Your FAFSA must be received by the federal processor before this date in order for you to be considered for all types of aid-including all grants. * If you file your FAFSA after this date, you will only be considered for the Pell Grant and loans. Also, there is no guarantee that your aid will be available by the registration payment deadline due to the time involved in processing and verifying your application. does this mean my fafsa had to be sent to the university before april 1st or that i had to have it completed and processed before apr 1, which i did.

It says: Estimated Expected Family Contribution (EFC) = 4067 The EFC is an index that schools use to determine your eligibility and is not the amount of money that you have to pay. Based on your EFC of 4067 you appear to be eligible to receive the following: A Federal Pell Grant of up to $1500. Grants do not have to be repaid; they are free money to help with the cost of college. Low-interest federal student loans. The amount of these loans depends on, among other things, your year in college, the cost of attendance at your school, and what other student aid you will be receiving. You may also be eligible to receive other federal, state, or institutional grants, scholarships, and/or work-study. I'm concerned. Tuition at the particular college per semester is in the 6000-7000 dollars range. I have little money saved up....almost 1,000 dollars. Compare that to the tuition amount (which is not including cost of textbooks)....there is a huge gap. Not to mention that is for 1 semester. My parents won't be helping me pay for college either. This is my concern. With an EFC of 4067 dollars, no parental financial help and a savings account with only 1000 dollars....Last year I was offered a 2200 dollar grant for 15 credits...I obviously won't be getting that this year. How many grants can you receive? I am attending a community college right now (2010-2011), and will attend at the same institution in the 2011-2012 year as well. I have received $6,300 in financial aid from the college including the Federal Pell Grant (5,500 this year) and a Federal ACG grant (750 this year). I'm not sure how my EFC looks but it should be less than 2,000. Just an overlook on my financial standings. I will be transferring to TCU full time and looking at about $60k+ in tuition in order to attend the business school there. Are there any scholarship programs for adults who are not recent high school grads? I need to know, because I am a 30 year old woman and I am desperate to continue my post secondary education but I am drowning in personal and living expenses. I am not eligable for any grants that I know of for federal help. Please help, every scholarship I ever read about is for recent high school grads or for grad students and people like me seem to be stuck in the middle stuggling. I read everyday about billions of dollars spent on educational grants and free money, where is it? I have not yet seen any viable scholarship program that would meet the needs of single working, able bodied adults. Yes, all of these things also make us well capable of supporting ourselves but as we all know, education is very expensive and if you are of a working class then you will either have an impossible time or be saddled with a huge bill after graduation. My goal is to enrich my life not to bury myself in debt.

I'm a freshman, full time college student majoring in CIS Network/System Administration and my minor is in Technology Management. I receieve the Federal Pell Grant of $5,500 a year and I am currently at a community college where I will be for 3 years, so a majority of my education will be paid for without student loans. (My college has a transfer agreement with a university where I can earn 90 credits at the community college so I can save a ton of a money) I am EXTREMELY fortunate enough to live rent and bill free at my girlfriend's parent's house until I finish college. I work part time and I make around $500-$600 a month. I went through some financial problems before so I am just now able to buy my own car. My price range is $2,000-$3,000, I'm planning on putting half down and making payments on the remainder throughout one year. I'm also making monthly $100 payments on my girlfriend's bridal engagement set that I put $150 down on last month so the total left on that is $1,439.99. I got into some legal trouble when I was younger and I have $2,060 left in court fines to pay, too. I pay $50 a month on those. I do not have health insurance either, which has cost me $3,000 in hospital bills from asthma attacks (I have them controlled now) which required prior hospital stays. I pay $50 a month on these, also. I guess I am just overwhelmed with all these different payments and I'm not sure if I can afford this car plus the cost of insurance ($100-$125 a month) even though this is what I need the most. Am I being irresponsible with my money?

I need information on obtaining grants for a college office.? I am planning on interviewing for a position tomorrow within a college office, and one of my main points is that grants are out there for the office to use, and grow. I am sure they are out there, but search engines are not a good tool to use, because you will end up with a lot of student resources, instead of for the college itself. I would really appreciate it if I could find a source of both Illinois, and Federal grants available to colleges and universities, as I am not very sure how to come across this information without the position itself. Can a student loan replace your federal grant? I receive a pell grant every semester that completely covers my tuition, and I still get a refund for about $900 every semester at the end. I charged my books and tuition back in December for this semester to my Pell Grant... the same way I've been paying for the past 3 years. This month (March-- the middle of the semester) I applied for a student loan (direct subsidized stafford) for $4500. Now the activity on my account states that my tuition was covered by my LOAN, not my Pell grant. So now, my loan is only sending me $2845, and I cannot click on my Pell grant information for details as I could before. It is still listed as $2775 but it is not allowing me to click on it, like I can on everything else. It's freaking me out! I would hate to pay for school with a loan when I got it for free. I need this money to cover some of my bills until I graduate!!! Please tell me I'm getting all of my grant money back! :) Also, I'm taking 3 five week classes this semester, and the third class starts tomorrow. This could have something to do with the Pell grant... maybe it's being adjusted... or that I applied for the loan late in the semester... but I'm really scared! Why do parents save for their kids college education when Financial Aid will pay for everything? I constantly hear things about parents who save for their kids college education... Don't people know that Financial Aid is available that will pay for 100% of the cost of going to college? There are Stafford Loans, the Pell Grant, and many other Federal Student Loan programs that will cover 100% of the tuition cost AND give the student money left over to live on while attending college. Yes, the student will have to pay these loans back but NOT while attending school. You can defer the payments till after you graduate and get a job. If you don't get a job, then you can defer even longer with the Income Based Repayment program. You could conceivably NEVER pay the loans back... There is NO NEED for parents to save and put away money for college when the government is willing to give away free money to anyone who wants to attend school. Just fill out the FAFSA form online and you can get all kinds of FREE Government Financial Aid. I will add that if a student simply waits till they are over 22 years old and THEN apply for Financial Aid, you will be considered an "Adult Continuing Education" and the Financial Aid gropus; FAFSA, Federal Aid, etc. will not even LOOK at the parents assets. They only view the 22 year old adults income, and assets. If High School students would simply take a few years off, get a job, earn money and experience, perhaps even travel and see the world. THEN when they are 22 years old simply apply to college and apply for Financial Aid and the Government will give you 100% of the money you need either in loans or for free in the form of grants. Going to college right after High School just cost the family a TON of money that they could avoid paying at all if the student would just wait a few years and apply when they are 22 and considered an "Adult" by the government.
obama's policy on cutting subsidized loans? I just read that obama is planning to cut the subsidies paid on loans, in order to add more money for pell grants. How come we give free money to poor people. I think that even poor people should have to take out loans to go to school just like I do. I think money should be offered to poor people, but giving it to them. I am a college student, and i work in the business office so i often see people getting paid to go to school that have a 2.0 gpa, While i have a 3.6 gpa and get nothing because my parents make to much money. I pay my way with the help of some small student loans, but i have never been given any money by the government. If the government just gives these poor students free money to attend what incentive do they have to succeed in school. Some will argue that their going to college to make themselves better, while this may be true, how come they can not pay back some student loans like i will have to one day do. It just doesn't seem fair that the gov,t will give free money to below average students. If there were some kind of standard set like maybe have a 3.0 requiremnet to get federal money then I wouldn't have as big of a problem with it, but why is the gov't wasting money on below average students. Just filled out my FASFA and my EFC is 0. What does this mean? I understand basically it mean that the government does not expect my family to be able to put any money towards my tuition (which my single mom cannot, besides some gas money). do i get any kind of tax return back for being a full time student while collecting unemployment benefits? i am currently tending college full time basis all year long in 2009 i have a 1098-T from the college. The amount billed for qualified tuition and expenses is $9,599.20. also the scholarships or grants portion on this form states $6,515.00. Their founding principles are contained in these words in "El Plan Espiritual de Aztlan" (The Spiritual Plan for Aztlan): "In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal gringo invasion of our territories, we, the Chicano inhabitants and civilizers of the northern land of Aztlan from whence came our forefathers, reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is our power, our responsibility, and our inevitable destiny. ... Aztlan belongs to those who plant the seeds, water the fields, and gather the crops and not to the foreign Europeans. ... We are a bronze people with a bronze culture. Before the world, before all of North America, before all our brothers in the bronze continent, we are a nation, we are a union of free pueblos, we are Aztlan. For La Raza todo. Fuera de La Raza nada." That closing two-sentence motto is chilling to everyone who values equal rights for all. It says: "For The Race everything. Outside The Race, nothing." If these morally sickening MEChA quotes were coming from some fringe website, Americans could at least console themselves that it was just a small group of nuts behind it. Nearly every racial and ethnic group has some shady characters and positions in its past and some unbalanced individuals today claiming racial superiority and demanding separatism. But this is coming straight from the official MEChA sites at Georgetown University, the University of Texas, UCLA, University of Michigan, University of Colorado, University of Oregon, and many other colleges and universities around the country. MEChA was in fact reported to be one of the main organizers of those street demonstrations we witnessed over the past weeks. That helps explain why those hordes of illegal immigrants weren't asking for amnesty -- they were demanding an end to U.S. law, period. Unlike past waves of immigrants who sought to become responsible members of American society, these protesters reject American society altogether, because they have been taught that America rightfully belongs to them. MEChA and the La Raza movement teach that Colorado, California, Arizona, Texas, Utah, New Mexico, Oregon and parts of Washington State make up an area known as "Aztlan" -- a fictional ancestral homeland of the Aztecs before Europeans arrived in North America. As such, it belongs to the followers of MEChA. These are all areas America should surrender to "La Raza" once enough immigrants, legal or illegal, enter to claim a majority, as in Los Angeles. The current borders of the United States will simply be extinguished. This plan is what is referred to as the "Reconquista" or reconquest, of the Western U.S. But it won't end with territorial occupation and secession. The final plan for the La Raza movement includes the ethnic cleansing of Americans of European, African, and Asian descent out of "Aztlan." As Miguel Perez of Cal State-Northridge's MEChA chapter has been quoted as saying: "The ultimate ideology is the liberation of Aztlan. Communism would be closest [to it]. Once Aztlan is established, ethnic cleansing would commence: Non-Chicanos would have to be expelled -- opposition groups would be quashed because you have to keep power." MEChA Plants Members of these radical, anti-American, racist organizations are frequently smoothly polished into public respectability by the National Council of La Raza. Former MEChA members include Los Angeles Mayor Antonio Villaraigosa, who was officially endorsed by La Raza for mayor and was awarded La Raza's Graciela Olivarez Award. Now we know why he refuses to condemn a sea of foreign flags in his city. California Lt. Gov. Cruz Bustamante is also a former MEChA member. He delivered the keynote address at La Raza's 2002 Annual Convention. The National Council of La Raza and its allies in public office make no repudiation of the radical MEChA and its positions. In fact, as recently as 2003, La Raza was actively funding MEChA, according to federal tax records. Imagine Robert Byrd's refusing to disavow the views of the KKK, or if Strom Thurmond had failed to admit segregation was wrong. Imagine Heritage or Brookings Foundation making grants to the American Nazi Party. Is the National Council of La Raza itself a racist organization? Regardless of the organization's suspect ties, the majority of its members are not. When one examines all the organization's activities, they are commendable non-profit projects, such as education and housing programs. But even these defensible efforts raise the question of whether education and housing programs funded with federal tax dollars should be used in programs specifically targeted to benefit just one ethnic group. La Raza defenders usually respond by calling anyone making these allegations "a racist" for having called attention to La Raza's racist links. All the groups and public officials with ties to the La Raza movement can take a big step towards disproving these allegations by simply following the examples of Senators Byrd and Thurmond and repenting of their past ways. If they are unwilling to admit past misdeeds, they can at least state -- unequivocally -- that they officially oppose the racist and anti-American positions of MEChA, and any other groups that espouse similar views. Through public appearances, written statements, and on their respective websites, La Raza groups and allies must: 1. Denounce the motto "For La Raza todo. Fuera de La Raza nada," as repugnant, racist, and totally incompatible with American society or citizenship. 2. Acknowledge the right of all Americans to live wherever they choose in the U.S. without segregation. 3. Commit to sponsorship of nationwide educational programs to combat racism and anti-Semitism in the Hispanic community. 4. Denounce and sever all ties with MEChA and any other organizations with which they have ever been associated which held to the racist doctrines held by MEChA. 5. Acknowledge the internationally recognized borders of the U.S., the right of the citizens of the U.S. to determine immigration policy through the democratic process, and the right of the U.S. to undertake any and all necessary steps to effectively enforce immigration law and defend its border against unauthorized entry. 6. Repudiate all claims that current American territory rightfully belongs to Mexico. If the National Council of La Raza, other La Raza groups, and local and national political leaders with past ties and associations with the radical elements of the La Raza movement can publicly issue such a statement and live by every one of these principles, they should be welcomed into the American public policy arena, with past sins -- real or imaginary -- forgiven. If they cannot publicly and fully support these principles, Congress needs to take appropriate steps and immediately bar any group refusing to comply from receiving any future federal funds. Both the House and Senate should strike these groups from testifying before any committees, and the White House should sever all ties. Both political parties should disengage from any further contact with these groups and individuals. There are plenty of decent, patriotic Hispanic organizations and elected officials to provide Congress with necessary feedback on specific issues confronting Americans of Latino heritage. Any group or individual who can agree with the simple six points should be welcomed into that fold. If not, the American people will know there's a wolf in their midst, and take the necessary precautions to defend our Republic against an enemy.

Educators who have been briefed by administration officials said the proposals for changes in the main law governing the federal role in public schools would eliminate or rework many of the provisions that teachers’ unions, associations of principals, school boards and other groups have found most objectionable. Yet the administration is not planning to abandon the law’s commitments to closing the achievement gap between minority and white students and to encouraging teacher quality. Significantly, said those who have been briefed, the White House wants to change federal financing formulas so that a portion of the money is awarded based on academic progress, rather than by formulas that apportion money to districts according to their numbers of students, especially poor students. The well-worn formulas for distributing tens of billions of dollars in federal aid have, for decades, been a mainstay of the annual budgeting process in the nation’s 14,000 school districts. Peter Cunningham, a Department of Education spokesman, acknowledged that the administration was planning to ask Congress for broad changes to the education law, but declined to describe the changes specifically. He said that although the administration had developed various proposals, it would solicit input from Congressional leaders of both parties in coming weeks to create legislative language that can attract bipartisan support. Some details of the president’s proposals are expected to be made public on Monday, when the president outlines his $3.8 trillion budget for the 2011 fiscal year. The changes would have to be approved by Congress, which has been at a stalemate for years over how to change the policy. Currently the education law requires the nation’s 98,000 public schools to make “adequate yearly progress” as measured by student test scores. Schools that miss their targets in reading and math must offer students the opportunity to transfer to other schools and free after-school tutoring. Schools that repeatedly miss targets face harsher sanctions, which can include staff dismissals and closings. All students are required to be proficient by 2014. Educators have complained loudly in the eight years since the law was signed that it was branding tens of thousands of schools as failing but not forcing them to change. The secretary of education, Arne Duncan, foreshadowed the elimination of the 2014 deadline in a September speech, referring to it as a “utopian goal,” and administration officials have since made clear that they want the deadline eliminated. In recent meetings with representatives of education groups, Department of Education officials have said they also want to eliminate the school ratings system built on making “adequate yearly progress” on student test scores. “They were very clear with us that they would change the metric, dropping adequate yearly progress and basing a new system on another picture of performance based on judging schools in a more nuanced way,” said Bruce Hunter, director of public policy for the American Association of School Administrators, who attended one of the meetings. The current system issues the equivalent of a pass-fail report card for every school each year, an evaluation that administration officials say fails to differentiate among chaotic schools in chronic failure, schools that are helping low-scoring students improve and high-performing suburban schools that nonetheless appear to be neglecting some low-scoring students. Instead, under the administration’s proposals, a new accountability system would divide schools into more categories, offering recognition to those that are succeeding and providing large new amounts of money to help improve or close failing schools. The American Educational Reform in the 1800s American reform movements in the early to mid 1800's strived at improving our developing society. America was growing larger, and with the expanding population, many new ideas sprang up. Conflicting opinions between the people of the United States caused the emergence of an Age of Reform, where people tried to change things such as the educational system and women rights. These movements were the result of our nation's self-determination and interest in improving the society we live in. Education is really important to every country and every civilization and it's noticeable that "Education is the transmission of civilization." (Ariel and Will Durant, The Lessons of History, 1968) Education reform means to make education better by removing faults and defects. True educators are always thinking of more effective ways to enhance and democratize the way children learn. With the continuous change of growing population, economics, culture, family, and global communication, there has to be continuous educational reforms to keep the society abreast with these changes. Home education was so common in America that most children knew how to read before they entered school. As Ralph Walker has pointed out, "Children were often taught to read at home before they were subjected to the rigours of school. In middle-class families, where the mother would be expected to be literate, this was considered part of her duties." (Ralph Walker, Old Readers: In Early American Life, October, 1980, p. 54.) In the early 1800’s education in America grew and developed rapidly, largely because of the works of three very important men: Noah Webster, William McGuffey, and Horace Mann. These three men were catalysts for the growth of education throughout the nineteenth century, and without them the large strides America took during this time would not have occurred. These great men all shared one goal: to educate the youth of America as well as possible. The first American schools opened during the colonial era. As the colonies began to develop, many began to institute mandatory education schemes. In 1642 the Massachusetts Bay Colony made "proper" education compulsory. Similar statutes were adopted in other colonies in the 1640s and 1650s. Virtually all of the schools opened as a result were private. The nation's first institution of higher learning was Harvard University, opened in 1636. Most of the universities which opened between 1640 and 1750 form the contemporary Ivy League, including Harvard, Yale, Columbia, Brown, the University of Pennsylvania, and several others. After the American Revolution, the new national government passed the Land Ordinance of 1785, which set aside a portion of every township in the unincorporated territories of the United States for use in education. Public education in Massachusetts began when Horace Mann left his post as Senate president and became Secretary of the Massachusetts Board of Education in 1837. Mann did many things, but his main legacy was to convince people that public education was a public good that should be publicly funded. As a result, Massachusetts had the first system of public schools in the country. By 1860 the fruits of these efforts were impressive. The states were generally committed to providing free elementary education. For students who wished more than a grammar school education, there were 300 public high schools in the whole country, and almost 100 of these were in massachusetts. There were also about 6000 private academies, many of which charged only a small tuition to poor children. Colleges and universities were still small, few had over 100 students and ill equipped, but their numbers had increased since colonial times. Just as every instant city needed a newspaper and hotel, so it needed what was called a college. Julian Sturtevant, founder of Illinios College in 1830, said, "It was generally believed that one of the surest ways to promote the growth of a young city was to make it the seat of a college." (A History of the United States, p. 281) So before the Civil War 516 colleges were founded, many were little better and the private academies, but only 104 survived to the 1900s. The Morrill Acts of 1862 and 1890 provided federal financial support to state universities. Many land-grant colleges and state universities were established through gifts of federal land to the states for the support of higher education. Financial support was extended to the universities and this in turn led to increased research. The Morrill Land-Grant Act of 1862 sparked the growth of state institutions offering curricula in agriculture and the mechanical arts. The act created a variety of institutional arrangements such as A & M colleges, and even allowed some private colleges to provide the new curriculum. Women have been equally discriminated against in American schools. Even in coeducational schools, practically no encouragement was given to the girls. For countless centuries, the role of the American female was in the home. Domestic responsibilities such as devoting time for the home, preparing meals, and caring for the family rested in the hands of females. Mothers taught their daughters' responsibilities in the home to prepare them for their future. In colonial days girls were taught the household arts but were not expected to learn to read and write. People thought that "book learning" would put an undue stress on their delicate minds and bodies. Progress came slowly and step by step. Women's education and career options, especially for the middle and upper classes, were aided by the founding of academies and seminaries for girls. In Massachusetts girls began to attend summer sessions of the public grammar schools in the late 1700s. "In 1821, Emma Willard established the Troy Female Seminary in New York, the first endowed educational institution for women in the United States." (Education, p, 3) In 1823, Catharine Beecher opened the Hartford Female Seminary and later founded seminaries in Cincinnati and Milwaukee. In 1837, Mary Lyon established the Mount Holyoke Seminary with a curriculum that emphasized domesticity, piety, and teaching. Mount Holyoke enrolled girls from both wealthy and poor families; it was the first institution to challenge class discrimination. By 1840 the efforts of reformers where showing results, and nearly all New England women could read and write. Finally in 1836 (200 years after Harvard College was founded for men) Wesleyan College in Georgia was chartered as the first college for woman. As years rolled by "women protested that they too should have a right to learn and that it is unfair that men could go to college and they can't." (Westward Expantion 1800-1880, Article, Pg 3) A new status for woman was "their opportunity for an adequated education and the right to speak out in public, would mean a richer life for all." (History of the United State, p.284) The rights of women seemed essential to a better America. "The brave reforming women that helped in education are our founding mothers of women education today." (Westward Expantion 1800-1880, Article, Pg 3) Because of racial discrimination, African Americans not only struggled to acquire an education but had to combat stereotypes concerning what type of education was most suitable for them. The 1800s witnessed important changes in their education. The education of blacks remained very low until President Abraham Lincoln issued the Emancipation Proclamation in 1863. The Civil War and Reconstruction period had a profound effect on the education of blacks in the South. The Thirteenth Amendment ended slavery and the Fourteenth and Fifteenth Amendments granted equal rights to freed slaves. Many sought to take advantage of their new freedoms, especially the opportunity to acquire an education. The reconstruction era witnessed major advances in segregated education for African Americans. Before the Civil War, education for blacks was practically non-existent in the South, and several southern states had laws against teaching slaves to read and write. Schools in the North were segregated. African American ingenuity and perseverance produced some notable exceptions. For instance, Milla Granson of Natchez, Mississippi, a slave who had learned to read and write from her master's children, operated a school late at night when her master slept and slaves had finished working in the fields. During the Civil War, both African American and white teachers began the arduous but rewarding task of educating southern blacks. Indeed, freedmen's education began in army camps. Many brave teachers such as "Mary S. Peake began teaching freed slaves at a Fort Virginia School in 1861. Susie King Taylor, a former slave who learned to read and write, taught black soldiers in the army." (African Americans: Freed People, p. 5) After the war, some white northern women used their education by moving south to teach the freed slaves. Laura Town was the first to do so; in 1862, she established the Penn School on the South Carolina Sea Islands, which she ran for forty years. The African American educator Charlotte Forten Grimke joined her. In her diary, Forten remarked "I never before saw children so eager to learn." Such was the case with most black children throughout the South. The number of black teachers increased as more African Americans became educated. The literacy rate was around 5% in the 1860s rose to 40% in 1890, but when many wealthy American men and woman, mostly from the North gave millions of dollars to help educate black people, the literacy rate by 1910 was at 70%. John D. Rockefeller an American industrialist and philanthropist, for example, "had contributed over $50 million, most of it to train more teachers for black schools." (History of the United States, p. 449) The South spent less money than other parts of the country on education of all kinds. And blacks there had to attend separate and inferior schools. But many black leaders did not agree about this situation. In 1881, an American educator, author and leader of the African American community, Booker T. Washington founded Tuskegee Institute in Alabama. There he trained thousands of blacks to be better farmers and mechanics, to make a good living, and to help build their communities. He did not want blacks to spend their efforts learning history, literature, foreign languages, science, and mathematics. Instead, he said that they should train quickly for jobs, and mostly for jobs they could do with their hands. Many who admired Booker T. Washington still did not agree with him because they did not want to wait for their rights. Twenty five years after Washington started his Tuskegee Institute in Alabama, a group met at Niagara Falls. Their black leader was W. E. B. Du Bois. He was born in Massachusetts after the Civil War, he studied at the University of Berlin in Germany and then received a Ph.D.degree from Harvard University in 1895. "He was the first African American to earn a Ph.D. from Harvard, was a professor at AtlantaUniversity and the leading black intellectual of his time." (Evitts,William. The Niagara Movement, p. 1) In 1905 the declaration by Du Bois's Niagara Movement expressed outrage. It demanded for blacks all their human rights, all their rights as Americans, and at once. It opposed all laws and all customs that treated blacks as if they were different from other people. And of course, it demanded the right to vote. As the United States entered the twentieth century, it had adopted a framework of publicly supported elementary and secondary schools and had seen a significant increase in the number of colleges and universities nationwide. The advancement in technology and learning methods has brought about a lot of change for the better in the public education. The American public school has always been looked upon as a system that inculcates the ideals of equality and freedom in the individual. It has changed historically according to the upheavals in the society.

I a a second year college student at UCSB and this came up at my fafsa: "Based on your answers to previous questions, you may skip certain income and asset questions, including: Your and your parents' income taxes and exemptions. Your and your parents' untaxed income and income exclusions. Your and your parents' assets. " i get money from cal grant federal pell grant acg grant and i dont remember this question being asked last year so if i skip these questions can it endanger any of my free aid? or do i just go ahead and answer them? it also says this: "Note: Some schools may require answers to these questions to determine your eligibility for school aid."
Need help with my financial aid? Ok, so I applied, got accepted to college, registered and all that. I guess I thought I had a basic free ride for college since I had a EFC of 0...plus i'm a single Mom. Today I went to the financial aid office for my college and they gave me what I would be getting. For winter 09 session: $2366 Federal Pell grant $400 Supplement Grant $3500 Stafford Loan $4496 Stafford Loan Unsub Now I may be an idiot...but I really thought I would not have to get student loans to pay for my tuition since I would have financial aid. I thought the grants were in addition to financial aid. Now as I'm looking at it....I basically am just getting a $2766 discount! My tuition alone is $5423! Books are close to $1000! so I'll have $4000 left for Spring and Summer? I don't understand! I know I get the 2nd half to the Pell in fall 09.....well what about Spring and summer? Will I have to take out more loans for them? If anyone can help me understand this, I would greatly appreciate it! Should I file my own taxes? I made less than 12,000. Worked the entire year part time. I also go to college full time. I get money from the gov for school. I really don't pay anything for school (fed $$ and scholarship). My expenses include about $1000 a year on school expenses (including books and permits). I pay a phone and a car bill (none under my name) (about 350 per month). I commute so I easily spend about $200 on gas a month. I don't have any money because I have to pay for all my random expenses (school travel, food, etc..) Would I benefit from filing? Do I have to file? I understand that my dad can claim me as a dependent since I am under 24 and a fulltime college student living at home. If my dad filed me as a dependent would I get less money for college? Basically, I just want to know how filing will affect the federal pell grant. I can't afford school without the government's assistance and I don't have any money at all. Is it anti-immigrant to demand that students only speak English in an American school? A Catholic school in Wichita is being sued by four Hispanic families over a policy that requires students to speak English in school at all times. The Associated Press reports that the lawsuit filed against St. Anne’s Catholic School on Monday seeks to end the policy and to secure an order barring similar policies at other diocesan schools. The suit also seeks to allow the return of one student who was allegedly kicked out for refusing to sign the “English only” pledge. It asks for court costs and unspecified damages for discrimination and emotional suffering. Parents Mike and Clara Silva, Maria and Fermin Fernandez, Guadalupe Cruz-Tello and Alma Contreras filed the lawsuit on behalf of themselves and their minor children. The lawsuit names as defendants St. Anne Catholic School, Principal Margaret Nugent, St. Anne Catholic Parish, and the Catholic Diocese of Wichita. Richard- I appreciate your openess, thank you. As far as points 11 and 12, research macroeconomic theory and you will find what it is that I am speaking of. There was however an attempt in relatively recent history to implement the same type of policies - commonly called restrictive- the individual at the helm at that point was Pres. Carter. Prior to that, we have another example for which the similarities are striking- we affectionately know this period as 'The Great Depression'. Though there are some, few, that would argue, it is generally accepted that the depression was prolonged due to the restrictive policies followed by FDR. Richard- just an additional side note regarding number 13. I have to assume that since you are in disagreement with 11 and 12, 13 would pose a problem as well. To understand the implications of number 13 you would need to look up microeconomic theory. Richard- your link is in regards to deficit spending. I would argue as would most economists, that there are some inherent benefits in regards to deficit spending, but yes, there are limitations as well. Points 11, 12, and conversely 13 are in respect to restrictive policies. Let’s put it this way; if you as an individual have just found out that your taxes are going to increase lets say 10%- the monies that you take in are going to decrease as well right? OK, so if you have 10% less money coming in, then it would be reasonable to expect that you would reduce the money going out on items not necessary right? Well, business is the same way. If business tax goes up then business is required to reduce costs to maintain profitability. Reducing costs for business may entail; reduced work force, less investment (infrastructure). This reduction results in reduced revenue (tax), higher unemployment. I have read reports regarding Senator Obama’s tax proposal and barring any unknown disclosures; the top 5% of earners would be taxed at a rate of 49-50%. In economic speak, this incentivizes that these earners would now transfer earnings to localities where penalties are not as great- in English, these people/ businesses would move their operations to countries that would allow them to keep as much of their profits as possible. Look at auto manufacturing as an example, the rustbelt states were taxing at such a high rate, that many manufacturers have moved to states or even countries with lower tax rates. Richard- I'm not making the claim that these individuals will move residence, but merely the home country of said business entity. Now this may entail a physical move or a paper move. Recently Senator Obama has referred to 1000 corporations having headquarters in one building in the Bahamas- I believe. This example is exactly what I am referring too. If the fed increases the incentive for businesses to move off-shore or even relocate, then tax revenue does in fact decrease. There is an overwhelming amount of historical data supporting this assertion and no, that I am aware of, data that would disprove it. I have been in the business world for twenty years and have watched the ebb and flow of business practice. The one constant has been that a correctly run business will by whatever means possible, try to remain profitable. One last bit of data, and this being purely anecdotal; During the 80's Michigan state and local governments began raising taxes. The assumption was increased tax revenue. What actually happened was that many businesses found that even with the loss of existing facilities, it was more beneficial for them to relocate and sell assets in Michigan. Many other businesses didn't have that opportunity and went into foreclosure. I, like many Michiganders, was forced by taxation and loss of jobs to move from my home. Prior to all of this, many Michigan communities were experiencing revitalization. Policies however quashed this growth. In fact, Michael Moore got his start there because of a film he did called "Me and Roger". Though a purely one sided view, it was the story of the death of Flint Michigan- and yes, I did live there at the time. If memory serves me correctly, Flint held the record for per capita murders during that time. So increased taxes do have affects- but are we ready for them?

Pass the DREAM Act - Support Higher Education for All Students The problem: Many American students graduate from college and high school each year, and face a roadblock to their dreams: they can't drive, can't work legally, can't further their education, and can't pay taxes to contribute to the economy just because they were brought to this country illegally by their parents or lost legal status along the way. It is a classic case of lost potential and broken dreams, and the permanent underclass of youth it creates is detrimental to our economy. Former Republican Sen. Orrin Hatch has said: “In short, although these children have built their lives here, they have no possibility of achieving and living the American dream. What a tremendous loss for them, and what a tremendous loss to our society.” The solution: The federal DREAM Act (Development, Relief, and Education for Alien Minors Act), is a bipartisan legislation that would permit these students conditional legal status and eventual citizenship granted that they meet ALL the following requirements: --if they were brought to the United States before they turned 16, are below the age of 30, --have lived here continuously for five years, --graduated from a U.S. high school or obtained a GED --have good moral character with no criminal record and --attend college or enlist in the military. Why should you care? There is no other pathway to citizenship for these students. Besides the injustice of punishing children for the alleged transgressions of their parents, throwing away the talent we have invested in from K-12 and accruing losses in human and financial capital by deporting talented students is bad public policy. The Social Security Administration has recently stated that we need a net increase of 100,000 immigrants each year to ensure Social Security solvency. Passing the DREAM Act would actually help solve the Social Security crisis by creating a larger taxable base of educated Americans that are already in the United States. It would also free some of the backlog that currently plagues the legal immigration system. Also, the DREAM Act in its latest form, does not grant in-state tuition to any student. Endorsements: Since 2001, almost a 1000 organizations have officially endorsed the bill. How does this make you feel? In Maine, many people don't know this but poverty runs high, well above what national statistics have it at. At my school over 80% of students qualify for free lunch, which if you had to pay for it would cost 1.50 every day. I live in the poorest town of Maine's poorest county. Washington County, Maine is very impoverished. You hear of these mansions on the midcoast and in southern maine, but up here it's either 1970s trailers that are fire prone and falling apart or 200 year old houses that are impossible to heat and are also falling down, and everything in them is rotten. Nobody up here has the money to repair them, and everyone I know this year applied for federal fuel assistance. A very high percentage of the population has some relation to illegal drugs, even with a population under 2000 people. There is no work, the labor that people do here is backbreaking, and you do tons of work for little pay. These odd jobs can also end in tragedy, several people die annually trying to make a living to support their families. The average lifespan for women in my county was one of few in the nation to fall in recent years, as women here cannot afford to keep up with the health trends that other places can. Many women here don't make it out of their 50s and early 60s. But do you think this is bad. The generation before me, my mom and dad, worked in this same town at canning plants for so many cents per rod of herring they skinned, work that was being done by machine anywhere else you could name in the country. Some nights they were lucky to afford to eat a can of sardines they snuck from work and a potato. They couldn't afford to heat their homes, and lived in 19th century houses that weren't insulated and had no walls and ceilings and rotten floors. MY grandmother had to warm her bed with hot bricks when she was younger, you could set a glass of water next to her bed and in the morning it would be thoroughly frozen. They had no ceilings and had to walk across the roof beams to where their beds sat on wooden slats to hold them up. They farmed and clammed, and did EVERYTHING they could to survive. Few people had running water and while color tvs had been out for decades, my parents families still could only afford a black and white tv that was nearly 30 years old, there was no cable and you could pick up only channels 4, 9, and 13, of which 2 were canadian signals. That was in the late 70s early 80s. My mom nor dad never owned a bike, and on christmas they were lucky their parent's were even sober, let alone they had anything under a tree. But they managed through the holidays, and my mom's side of the family did get something, always something they needed. My mom told me a story that when she was in a grocery store she was slapped hard in front of many people for asking for a small candy bar, knowing they couldn't afford it. They were raised tough, and in that time when controversy was breaking out about the whole "slapping your kids" debate, the slightest mistakes in families here were given harsh punishments. If you didn't like what was for supper, the stove was there, and because they couldn't afford toasters, they threw a piece of bread over the open flame, toast for supper. There were no special meals set out for you. But they were family, and because of that everyone loved each other, and they learned to take NOTHING for granted. Think you got it rough? Think about this a little, how does this make you feel and how would you feel if you were living like this today? How am I able to be on a computer, because of the State of Maine everyone in grades 7+ is provided with a laptop computer. And the just of this is what my Parents and their parents lived like. See DreamActivist.org to get more involved. people that have criminal history, will not be able to to benefit from this. this bill helps out students who want to contribute back to society but in order to do so they have to prove that they really want it. either go to college or join the military. simple as that it is not amnesty is a path way to citizenship meaning if this bill is passed it dos not mean automatic citizenship. it means that they have to eran it to be able to the process.

Factor in the cost of printing pages before you buy your e-book though, unless you plan on reading it straight off your computer. If you are buying new, check for an “international” edition. The book will be almost exactly the same, except for maybe some Chinese characters on the front, AND it will be exponentially cheaper. Put yourself on an allowance for things like entertainment, eating out, clothing, and special purchases. Stay on budget no matter how tight things get. It's never too early to start saving money. Even if it's only $20 a week try to put something aside in a savings account. Instead of paying a tutor set up a peer study group in classes that you need extra help with. Luckily for you, the federal government offers a work-study for qualifying students. Many schools prefer to hire work-study students as the government subsidizes part of the wages earned, making it more affordable for the college or university. Further, unlike college scholarships and grants, money earned from a work study program is paid directly from the school to the student, allowing the student to place it where it needs to be (i.e. - tuition bill, housing, books, recreation, etc.). Thank you so Much! Reconstruction was the process in U.S. history from 1865-1877 that attempted to resolve the issues of the American Civil War when both the Confederacy and slavery were destroyed. At the end of the Civil War , the defeated South was a ruined land. The physical destruction wrought by the invading Union forces was enormous, and the old social and economic order founded on slavery had collapsed completely, with nothing to replace it. The 11 Confederate states somehow had to be restored to their positions in the Union and provided with loyal governments, and the role of the emancipated slaves in Southern society had to be defined. The Civil War ended on April 9, 1865, when Confederate general Robert E. Lee surrendered to Union general Ulysses S. Grant at Appomattox Courthouse in Virginia. The North's victory settled two important issues. First, it established that states were not allowed to leave, or secede from, the United States. Second, it put an end to slavery throughout the country. But the end of the war also raised a whole new set of issues. For example, federal lawmakers had to decide whether to punish the Confederate leaders, what process to use to readmit the Southern states to the Union, and how much assistance to provide in securing equal rights for the freed slaves. Because these complicated issues carried a great deal of importance for the future of the nation, Reconstruction was a time of great political and social turmoil. President Andrew Johnson who took office after Abraham Lincoln, controlled the earliest Reconstruction efforts. But the U.S. Congress felt that the president's Reconstruction policies were too lenient (easy) on the South. Led by members of the Republican Party, Congress enacted stricter Reconstruction policies beginning in 1866 and sent in federal troops to enforce them. The ongoing dispute between Johnson and Congress led to the president's impeachment in 1868. On Mar. 2, 1867, Congress enacted the Reconstruction Act, which, supplemented later by three related acts, divided the South (except Tennessee) into five military districts in which the authority of the army commander was supreme. Johnson continued to oppose congressional policy, and when he insisted on the removal of the radical Secretary of War, Edwin M. Stanton , in defiance of the Tenure of Office Act , the House impeached him (Feb., 1868). The radicals in the Senate fell one vote short of convicting him (May), but by this time Johnson's program had been effectively scuttled. Under the terms of the Reconstruction Acts, new state constitutions were written in the South. By Aug., 1868, six states (Arkansas, North Carolina, South Carolina, Louisiana, Alabama, and Florida) had been readmitted to the Union, having ratified the Fourteenth Amendment as required by the first Reconstruction Act. The four remaining unreconstructed states—Virginia, Mississippi, Texas, and Georgia—were readmitted in 1870 after ratifying the Fourteenth Amendment as well as the Fifteenth Amendment, which guaranteed the black man's right to vote. By 1876 only Florida, South Carolina, and Louisiana remained under Republican domination. The Republican presidential candidate that year, Rutherford B. Hayes , promised to alleviate conditions in the South, but the feeling there had already led to the formation of the "solid South" in support of his Democratic opponent, Samuel J. Tilden . In those three states the presidential contest was the occasion for a determined effort to throw off Republican rule, and on their electoral votes (and on one disputed electoral vote in Oregon) hung the fate of the famous disputed election of 1876. It is practically certain that at least one of the three gave a majority, and thus the presidency, to Tilden, but two sets of returns were sent in from each of the three states. A specially constituted electoral commission (composed of eight Republicans and seven Democrats) accepted the Republican returns, and Hayes was given the presidency. Reconstruction officially ended as all federal troops were withdrawn from the South. White rule was restored, and black people were over time deprived of many civil and political rights and their economic position remained depressed. The radicals' hopes for a basic reordering of the social and economic structure of the South, beyond the abolition of slavery, died. For many years, people have been debating how medical insurance should be paid: Whether private payment or government payment or some combination. Private payment means one would pay for ones own insurance. Government payment would mean the government pays for ones insurance. If the government were to pay for ones insurance, it would limit ones abilities. Also, Government already has to cover Medicare, Social Security, Government housing, the Federal Housing Committee, and the collapse of the Financial Institutions. To a lot of thoughtful people, the only way to fix the health insurance crisis in the United States is to get the federal government to cover everyone. In most states, individuals can be denied coverage for any number of reasons, so it is wise to request and compare more than one individual health insurance quote. The extra short-term effort that's required to apply for individual medical insurance plans is easily worth the long-term savings. If one is insuring ones family, as opposed to just oneself, there are some additional considerations to take into account. Even if one does receive coverage through an employer-sponsored health plan, one should consider the cost-saving benefits of switching to a family medical insurance policy or moving some of your family members off of your group policy into a family policy. Most Americans receive their health coverage through some type of group health insurance. Although large corporations with hundreds or even thousands of employees have the bargaining power to negotiate with medical insurance companies for custom health plans for their workers, the small business owner must still research options and compare prices from multiple providers. Since small business health insurance offers guaranteed coverage to all employees in a given company, it can be difficult and time consuming for a small business owner to find the best policy. Most major colleges and universities require their full-time students to have medical insurance. While many of these same schools also offer their own student health plan, it is wise to explore his or her options. Typically the school will provide the minimum requirements that a health policy must meet in order to waive coverage under the school's policy. As a senior over 65, one is likely covered under some combination of Medicare plans. Changes in recent years to the federal government's medical insurance program for seniors has created a complex system with rigid enrollment timelines. Currently, we have a mixed system, where the government heavily intervenes in health care. In Canada and Great Britain, they have fully governmental health care systems, but a black market of private medicine exists. The government regulates which drugs are available on the market, through the FDA and through the agencies that fight its War on Drugs. Currently, drug companies are granted monopoly privileges called "patents" that give them the exclusive right to sell their drug for 17 years. A few years ago, Congress passed legislation which actually outlawed the importation of cheaper drugs from other countries and prohibited the federal government's health insurance programs (such as Medicare and Medicaid) from negotiating for lower prices. This provision was repealed by the Democrats after they won control of Congress. Britain, Canada, Japan and a number of other rich countries do so, and they each spend less money on health care than the United States does. They also do not have major companies, like General Motors, flirting with bankruptcy in large part because of the cost of health benefits Health insurers made $100 billion in profits last year, and industries of that size are just not legislated out of business, said Jonathan Gruber, an economist. The party that controls the White House and Congress also opposes the idea. Republicans have their own utopian notions, which generally involve letting loose the free market for Americans to demand better care on their own.
