Grants and Scholarships

Where can I find out about scholarships/grants for to my senior high school exchange student?

She is from Pakistan, and wants to go to college here in the US. All the internet sites I know just list hundreds of potential grants/scholarships, but then she doesn't qualify because her parents don't work for Edison or Frito Lay, or something like that. Is there a source that has money available to exchange students? She is a straight A student. The high school guidance office has no clue. Thanks.
