Are home party businesses eligible for small business grants?

Can I get a small business grant for a home party jewelry business (to cover start up fees, kits, etc)?

1. I'm not aware of any such grant. There are very few small business grants available, anyway, and these home party businesses are usually money pits for most of the people who go into them. A very few people can make money at them.
2. Go to grants.gov/ and follow the instructions. You will find that unless you are in basic research, there are no grants for a small business.
3. There aren't any grants like that, your tax money is not lining the pockets of businessmen, politicians maybe, not not regular business owners. You need a small business loan, you can obtain all the info you need at http://www.sba.gov
