In-state tuition for an out of state student?

I'm currently going to the University of Louisiana at Lafayette, but I'm looking to transfer to a better school. Tulane is is rather expensive and New Orleans isn't a great place right now. LSU would my most practical choice, but the academics aren't anything special. I would really like to go to University of Texas at Austin, but to out of state tution is $12,000 per semester! If I go for a couple of years that's around 50 grand. LSU would only be $2000 per semester. I've seen some states have grants to get in state tution. Can I get this for a Texas school? Would there be other grants or scholarships I could get to knock the price down? I also think it would do me good to get out of Louisiana for awhile. It would be a great personal experience to spend a couple years in Austin. Any advice would be great.

1. I don't know about Texas, but in California, you have to have a physical (residence) address in the state, and you have to indend to stay there at least one (calendar) year + one day. I would guess that Texas probably has a policy like that.
