  1. Yes you can It is called the Chafee grant
  2. "If you are or were in foster care and have financial need, you may qualify for up to $5,000 a year for career and technical training or college. You don’t have to pay this money back. You may also be able to use your grant to help pay for child care, transportation and rent while you’re in school. You can use your Chafee Grant at any eligible California college or university or career or technical school, as well as schools in other states." You can find more detailed information about the Chafee Grant here (https://www.chafee.csac.ca.gov/default.aspx). Let me suggest you read the information very carefully; to qualify for the grant you must meet certain conditions, including demonstrating financial need, for example. As far as your statement that you "...can go to any college for absolutely free," well, if the college's COA is less that $5k, then yes, it will be absolutely free. Few colleges today have a COA of less than $5k, however. Good luck.
  3. NO - there is no "free ride" grants or scholarships for your situation that result in you getting a free college education. There are some small ones, that can be used to supplement your expenses, and you need to look around and find these yourself - college costs money and you can't expect taxpayers to pick up your entire educational costs. Free school ends with highschool, everybody has to pay to go to college.
