Do college scholarships apply to colleges outside the US?

I would someday hope to go to a college in Canada. And if I got scholarships would those work for colleges outside the US? Or does it depend on the college? Or does it depend on the scholarship?

1. It depends on the scholarship. Most scholarships from the college are only available to citizens and residents (and furthermore, often limited to in-state or in-province); and most scholarships from a certain country are only available if you attend a college from that country. But key word, most, not all. I'm a Canadian studying in the US on a full fellowship. So they are definitely available. Bottom line, don't let it deter you from applying to Canadian schools.
